THE ORGANIZATION

The Canadian Retransmission Collective (CRC) a non-profit corporation, collects and distributes Canadian-territory retransmission royalties on behalf of producers in Canada and around the world.

These royalties are collected, pursuant to a tariff certified by the Copyright Board of Canada, from retransmitters – such as cable and satellite companies – who profit from providing broadcast signals to their customers. Royalties are paid for the use of programs in broadcast signals that are classed as ‘distant’. Distant signals cannot be picked up over-the-air because the customer is too far from the originating signal.

These royalties are distributed to the CRC’s affiliates, who include:

  • Independent Canadian program producers

  • Producers of programs shown on Public Broadcasting Service (PBS) and Saint-Pierre-et- Miquelon La Première (RFO)

  • All programs produced by educational broadcasters in Canada (except Télé-Québec)

  • All foreign producers and broadcasters outside North America

  • Producers of music videos used in Canadian programs

The CRC represents U.S. programs only when they are retransmitted on a PBS station or RFO.

THE POSITION

The President and Chief Executive Officer (CEO) will guide the CRC into the future as they take on responsibility for the overall management and operation of all aspects of the organization.

Bringing knowledge of the industry and senior level experience, the CEO will lead the small and dedicated team in its mission to benefit rightsholders. Since inception 35 years ago, the CRC has distributed more than $350 million Canadian-territory retransmission royalties, on behalf of Canadian independent and other audiovisual producers and rightsholders worldwide. Currently the organization distributes between $12 and $15 million Canadian to its affiliates annually.

RESPONSIBILITIES

Leadership & Management

  • Oversee all aspects of the CRC’s management and day-to-day operations.

  • Develop, approve, and implement annual operating and capital budgets, policies, procedures, and other programs.

  • Ensure the collection, investment, and distribution of royalties to audiovisual rightsholders.

  • Responsible for the recruitment, onboarding, and management of staff.

  • Administer the enhancement and maintenance of custom-designed databases, Affiliate Portal, financial systems (GP), and CRC website and attendant hardware/networks.

  • Manage research and consultation with CRC legal counsel and experts on tariff application matters and contribute to case development, as well as written and oral records of Copyright Board proceedings.

  • Represent CRC at industry functions, with government and regulatory representatives and rightsholders – domestically and internationally.

  • Routinely exercise discretion and independent judgment in the performance of duties and hold accountability for the continued good health of financial processes, information technology, and systems of internal control.

Board Relations

Communicate effectively with the Board and provide, in a timely and accurate manner, all information necessary for Board fiduciary and oversight responsibilities.

Ensure fulfilment of all internal, external, and statutory reporting deadlines and is governed by the policies, goals, strategies and financial plans approved by the Board of Directors.

 

CANDIDATE QUALIFICATIONS

  • Minimum 10 years of progressive senior leadership with significant accounting, database, and computer systems development experience.

  • An effective leader with the breadth of capabilities to independently lead internal and operational work at a detailed level.

  • Brings a general knowledge of film, television, cable, music, or publishing, with an understanding of distribution and rights issues.

  • Possesses business acumen and the ability to form strategic relationships with counsel, Board members and other external stakeholder relationships.

  • Brings a knowledge or awareness of copyright issues in the retransmission of programming.   

  • Brings significant financial management or accounting experience.

  • Data-driven, with proven experience working with large databases and custom software development and implementation.

  • Brings ability to write and or navigate through a range of documents including financial, legal, policy, technical, and marketing.

  • Experience reporting to or working with a Board.

  • Deep commitment to a supportive, collaborative and transparent approach in the management of the organization.

  • Interested in working with a small yet high-performing team and culture, where coworkers are passionate about their work and the rightsholders they serve, and where there is a high standard of service delivery practices and outcomes.

  • Shows integrity and personal discipline, with demonstrable honesty and strong values through consistent action.

  • Excellent written and oral communication skills. Bilingualism is an asset.

  • A relevant financial undergraduate degree. CPA designation preferred or experiential equivalent.

 

COMPENSATION

A competitive compensation package including base salary between $175K and $200K plus benefits will be provided.
